Is real consumption higher than the rated figure?

Usually. City traffic, air conditioning, a loaded boot, roof boxes and high speeds all push consumption up. Adding 10-15% gives a realistic budget.

How do I convert MPG to L/100km?

Divide 235.215 by the US MPG figure. 30 MPG is about 7.8 L/100km.

Does this work for an electric car?

Not directly — enter kWh/100km as your efficiency and the electricity price per kWh, and treat the litre labels as kWh.
